What Concrete Has to Deal With in Cedar Park

Cedar Park sits entirely west of I-35 and west of the Balcones Escarpment, on the Edwards Plateau side. There is no straddle here and no Blackland clay to worry about.

What there is instead is rock, and not always solid rock. The Buttercup Creek karst system west of town contains over 50 named caves, pits, sinks and springs. Karst means the limestone has been dissolved and reworked over geological time, so voids and solution features are a normal site condition rather than a surprise.

The soils above that rock are thin. Regional descriptions of this side of the county talk about exposed limestone and large amounts of crumbled calcareous rubble. Shrink and swell is generally low to moderate compared with the Blackland side, with localised clay pockets in valley bottoms along Brushy Creek and Cypress Creek.

So the Cedar Park problem is not heave. It is excavation cost and differential bearing, where part of a pad sits on intact rock and part sits on the fill that replaced the rock somebody broke out. That seam is where the crack shows up.

Permits and Requirements in Cedar Park

Every city on our list handles concrete work differently, and getting this wrong is the client’s problem, not the contractor’s. Here is what applies in Cedar Park.

A permit is required, and the wording is broad

Cedar Park’s code says no person shall construct, reconstruct, alter, repair, remove, replace, pave, repave, surface or resurface a sidewalk, curb, gutter, driveway approach or appurtenance without first obtaining a valid construction permit, issued by the chief building official. Minor repairs may be exempt at the official’s discretion.

The 1,000 square foot line

Projects creating no more than 1,000 square feet of additional impervious cover are exempt from the city’s stormwater management requirements, provided they are not part of a larger development plan. Above that, Cedar Park applies the City of Austin Drainage Criteria Manual.
